Following active engagement with the private sector and investment market through an Expressions of Interest exercise, we are now seeking a long-term private sector partner (PSP) to act as a master developer to deliver residential-led, mixed-use developments in support of our city’s growth targets.
Belfast is fast becoming one of the most attractive cities in the UK and Ireland to live, work, study and invest in, with bold ambitions to become home to an additional 66,000 residents and increase the number of homes in the city by 31,600 by 2035.
The development of over 2 million ft² city centre office space since 2015 has created a vibrant and liveable city centre ecosystem with global occupiers making Belfast their city of choice. The city has seen significant regeneration in recent years, including the new Ulster University campus, multi-million investment in Belfast Grand Central Station and wider Weaver's Cross development. This is an exciting time in Belfast for residential development – and a huge opportunity to increase our city residential population.
We have begun the search for a suitably experienced long-term partner to help deliver £630 million pounds worth of multi-site, residential-led, mixed-use developments across the city.

Our key objective is to bring forward sustainable development with high-quality placemaking and people at its core. The PSP will have the financial means and relevant experience, capability, and resources to make a significant contribution to achieving our vision for the city.
Concept plans show an opportunity to develop residential-led, mixed-use developments on four city centre seed sites, with potential for further residential-led, mixed-use development and regeneration across the city on additional opportunity sites.
