What are PCSPs?

Policing and Community Safety Partnerships (PCSPs) work to make communities safer, ensuring that the voices of local people are heard.

In Belfast we have an overarching Policing and Community Safety Partnership and four District Policing and Community Safety Partnerships (North, South, East and West).

Each partnership is made up of elected and independent members and representatives from the statutory sector.

We aim to build safer, shared and confident communities by:

• engaging and consulting to help improve policing and community safety
• working in partnership with local communities, partners and agencies
• monitoring our performance and being transparent about what we have achieved, and
• encouraging cooperation with, and inspiring confidence in, the justice system and, in particular the police.

Action Plan 2019 - 2020

From December 2018 to February 2019, Belfast PCSP undertook a Strategic Assessment of Policing and Community Safety in the Belfast area. This exercise was undertaken to ensure that the priorities identified continue to reflect priority policing and community safety issues in the area and was informed by analysis of information provided by statutory partners, as well as the results of ongoing city wide engagement and consultation on policing and community safety across the council area.

Strategic Direction Report

Belfast City Council commissioned SJC consultancy to conduct a Strategic Assessment which informed the Belfast Policing and Community Safety Partnership's Strategic Direction and Action Plan 2019-2022.

Disability Action Plans

Belfast PCSP and the north, south, east and west district PCSPs have drafted Disability Action Plans for 2019 -2024. A public consultation on these documents closed on 3 January 2020. Comments from this consultation will be incorporated into the Disability Action Plans and final versions will be available in early 2020. To request a copy, please email pcsp@belfastcity.gov.uk.

Neighbourhood watch

Neighbourhood watch schemes are a great way for communities to keep their streets safer. There are just over 100 neighbourhood schemes running in Belfast, however, there are still many communities that could benefit from the scheme. If you're interested in joining an existing neighbourhood watch scheme, or setting up a new one for your local area, call us on 028 9027 0469 for advice.

Car simulator

The 2 Fast 2 Soon car simulator is a Honda Type R and is used to educate young drivers and passengers about how speeding, driving under the influence of drink or drugs, and distractions can lead to road accidents. The vehicle can play a number of different scenarios and is fitted with modifications to allow the vehicle to give drivers and passengers the sensation of being involved in a crash. 

The simulator has the following features: 

• integrated video screens allowing the operator to show different scenarios
• adjustable real time hydraulic suspension providing the sensation of driving over different road surfaces
• internal smoke machine producing harmless smoke
• emergency services simulated lighting integrated sound system
• rear monitoring screens for spectators to view to view accident.

Partners and Communities Together (PACT)

East Belfast District PCSP supports the administration of Partners and Communities Together (PACT). 

Partners and Communities Together aim to: 

• Identify, address, and resolve the causes of community problems and concerns in partnership with community groups, elected representatives, key stakeholders and the police through the use of collaborative problem solving and joint strategies.
• Obtain the views and concerns of the community. 
• Work together to deal with community issues.
• Support existing community networks and neighbourhood watch schemes.
• Give access to partner organisations including elected representatives, police, Belfast City Council, NI Housing Executive, Police and Community Safety Partnerships (PCSPs), Youth Justice Agency, and the Education Authority.
• Provide regular updates on actions taken to address issues raised.

There are three PACT in east Belfast, covering each of the three District Electoral Areas (DEAs). These are:

• Lisnasharragh - Cregagh, Hillfoot, Merok, Orangefield, Ravenhill and Rosetta 
• Titanic - Ballymacarrett, Beersbridge, Bloomfield, Connswater, Sydenham and Woodstock
• Ormiston - Belmont, Garnerville, Gilnahirk, Knock, Sandown, Shandon and Stormont
